I would do this myself, but since on my vacation I only have limited internet I'd use up all my bandwidth before being able to finish, I think.
So if someone was willing to do it before I do it myself, which would be in a week or 2 when I'm back home:

BTW: It seems like the original documentation use "Front-end management" as a term for "admin", and "articles" instead of "threads".

I searched around the settings a but not sure if it's possible - isaacs/github#875
I can only give such permission to individual users I think. See if you are able to assign label now

@kaguy4 you could use some stuff of the github marketplace , a bot that makes issues with "[b0rked]" in the title labelled as b0rked
u could try this out https://github.com/facelessuser/label-bot (need to fork and set up a bot yourself though with this)

Going to work on this more Saturday & Sunday hopefully. Life has been sucking up too much free time lately
