[Feature] Configurable parameters for Tools within UI

Parameters can be setup on project level (e.g., SERPAPI_API_KEY ) - would be great if those params can be dynamically configured on UI so users can plug in their own tools, like custom search engine or retriever.
Additional context
I will add this feature to the development schedule. However, because I am not a professional front-end developer, and this functionality requires some front-end styling, adjustments, and design, it is estimated that it will take a long time to complete this feature.

另外添加这个样式的同时，能否不使用全局的PROXY_URL，而自定义env填写dockdockgo的url加速地址，该方案我在python代码中尝试代替成功，同样不会影响gpt返回的速度，在使用PROXY_URL的时候会发现响应国内openai-api的时候返回就很慢。
