`check-commit-format` labels all cask PRs as `automerge-skip`

Cask PRs obviously don't modify a Formula/.+ file, so after adding https://github.com/Homebrew/homebrew-cask/blob/master/.github/workflows/triage.yml all PRs are marked as skipped.
