Discuss: Unique ID for identifying each accident

We are currently using Transport Department's dataset serial number as the unique ID for identifying the collision (Serial_No). It could cause several problems in future like:
- Accidents happened before 2014 will not have the same order
- Confusion between unique ID of each accident, each vehicle and each casualty
How could we encode each accident with a more meaningful feature ID?
