Implement country counter widget

We want to have a widget (with an own shortcode), that displays all the countries of the registered users together with a counter of the number of registrations for this country.
The countries shall be represented with a flag and ordered chronologically, from the country with the most registered users first, to the countries with the least registered users.
Furthermore not all countries shall be shown at once. Only a limited number of countries shall be displayed and more countries can be loaded with a "load more" button.
