Cherry pick changes from PR #21.
Things to do:
- Figure out which commits/changes we want to add to master (which will involve summarizing and understanding the changes, and having a conversation about what we want to keep or not keep)
- Cherry pick the commits to a new branch
- Verify that everything works as intended
- Get set of baseline runs on classic layouts that are working with phi
- Make a PR from new branch to master
We probably want to do resolve this issue before we upgrade rllib versions, and before we merge the whole repo into overcooked_ai.
