The screen layout is quite wasteful of space

On my desktop, about half the height is taken up with fixed header and footers.
This reduces the amount of text I can see at once

Text entries should not need 2 lines each

There are differing opinions on this matter.
It was pointed out that using one line for both name, date and message wouldn't work well on narrower screens, so it was decided to go for a multi-line approach instead. Suggestions on addressing all concerns are much welcome.

As for headers/footers, a lot of this can probably be solved in CSS and by either resizing or removing the logo.

If the screen is wide enough, use a single line, otherwise use a separate heading.
Also the name field is unnecessarily long; the id could be shown as hover text.

Only the Topic is really needed at the top of the screen. The other informational lines could be shown elsewhere.
e.g. Logged in as could be shown on clicking ones id in the online list.

The bottom buttons could be moved to the side panel, or to a pop-up menu, as they are infrequently needed.

Decide what is absolutely required on the screen, and remove everything else from view, making it available on demand.
