build!: Protos change maven repo

https://github.com/Hydrospheredata/hydro-serving-protos change their maven repository to Github Package https://github.com/orgs/Hydrospheredata/packages and used https://github.com/djspiewak/sbt-github-packages for publish the package.
We need to change build.sbt to provide valid package meta-informations and check how we set package version, because command sbt --DappVersion=xxx don’t work. SBT used file version.
