csv query will not return multiple participating-orgs

An activity with multiple participating-org will not be generated in the CSV out

For example

http://datastore.iatistandard.org/api/1/access/activity.xml?iati-identifier=41120-1000

vs

http://datastore.iatistandard.org/api/1/access/activity.csv?iati-identifier=41120-1000

This isnt clear in the documentation for the API. Suggest: fix documentation
