Code Pattern migration

For sharing my ideas:

1. create patterns directory and making sub directories in developer.ibm.com/patterns/
2. copy Japanese markdown (index.md) files to the folders in step 1 if we have Japanese version.
3. remove all meta data from all index.md files because we would share the contents as is without contents management system integration.
4. put the original content URL for each patterns -- top of index.md to assist our audience to refer the latest English Content
5. create images folder for all patterns directories and copy required files to those locations
6. modify the image URI by removing '../../' relative path string in all index.md files
7. rename all index.md files to README.md, deploy the files, and verify that contents are displayed correctly
