It turns out this was a misunderstanding from my side. The file I thought was out-of-date has been moved to the examples repository (and recently updated to the IDAES v2 API): https://github.com/IDAES/examples-pse/blob/main/src/Tutorials/Basics/notebook_test_script.py.
