Improve visibility for "Installing optional dependencies" documentation

- Currently, the documentation on installing optional dependencies is https://idaes-pse.readthedocs.io/en/2.2.0/how_to_guides/opt_dependencies.html
- The material is up-to-date (as of IDAES 2.2.0), however, it's not very discoverable in its current location
- At the very least, we should link to it from other installation-related pages
