CI failures due to TestDegeneracyHunter.test_solve_candidates_milp() AssertionError

The same test started failing the strict fail (i.e. the test itself is passing).

I've noticed that the version of the package used to install SCIP in the CI environment has changed twice, so maybe this issue was caused by a regression and subsequent fix:

This should have been addressed conclusively (🤞) by #1320.
