DREF - Ops Update for Type of DREF: Loan

When an Operational Update is created after an approved Application with a type of DREF: Loan, we need to make the following changes:
- Expose the field "Budget Allocated so far" (the value should be transferred from the Application)
- Since we are not using the "Summary of changes" in this type of DREF, the logic connecting that section with the "Total operating timeframe" and "Additional Allocation Requested" should be deleted so the ops update can be published and no errors should show.
