Make "Download Data" button for operational learning more user friendly

A colleague wanted to download the data for operational learning but found it to just be the Django viewset and didn't know how to access the data in its entirety. Other datasets like surge alerts can be exported to CSV, but it seems this one isn't as user-friendly.
I created a script that allowed her to download everything, but would be nice to be able to offer this as a front end feature.

@JonathanGarro we are revamping the Operational Learnings page. It will have an Excel export feature.
