Configuration Analysis Tools type labels

The labels of the Account Reference types in the Configuration Analysis Tools are hardcoded in the BHIMA data.sql file (lines 1061-1064). It would be better if these were translation token labels so that they could be translated appropriately. Note that AnalysisToolType is handled this way (see bhima.sql lines 518-521). Even if all possible Account Reference Types are not known in advance, translation tokens can be used for those that are know and other ones will appear as they do now.
