character encoding issue in xedit.pl and cedit.pl

In WebObs, all configuration files must be latin1 or iso8859 encoded. Presently, all configuration forms manage this (formGRID.pl, nedit.pl, vedit.pl, ...) but not xedit.pl and cedit.pl which are used to edit directly a file. This creates accent problems, for example when editing MC3.conf.
