Add FORM command to transformation rules language

Add a FORM command that would load all the data from a specified REDCap form into a table. It would need options for including/excluding form_complete and redcap_data_access group fields, and it might also be good to allow specified fields to be excluded or redefined.
This would allow all the fields of a form to be retrieved, even if there are changes to the form, without having to regenerate the transformation rules.

Closing this because this specific feature has not been requested, and the functionality requested that would have been helped by this feature is now covered by the transformation rules auto-generation enhancements.
