I think this is the right behaviour.
The incidents which have not yet recovered must be shown above the incidents which have recovered. As in my opinion they will have the bigger recovered_at timestamp when it recovers. And the incidents which have recovered are correctly sorted in descending order.

Considering that 🤔, I think @raviks789 is right. If one doesn't want to see them, they can be filtered out.
