Use incident severity in notifications

Currently, the notification code seems to use the event severity in places where it probably should use the incident severity instead. So far, this was no problem as pretty much every notification was a direct result of an incoming state event, but it will become a problem with other notification types (#106). This resulted in workaround like in 1acb259 which should not be necessary.
