REU: Settle on 2 hills not working on tiles with features?

22 Jan Alex Some of the eurekas based on settling aren't working. For example, "Settle on 2 Hills" doesn't work on Hills tiles with features (bonus, luxuries, woods etc). Is it related to the GS thing?
