The suggestions on recommendations need to be extendable

It's difficult to make specific recommendations available depending on the type of recommendation. Some issues require different solutions to others

Describe the solution you'd like
The recommendations should be built-up as a list, using the recommendation itself as a filter. Ideally, this list of recommendations is extendable so that backoffice developers can add their own recommendations.

Describe alternatives you've considered
Alternatively, we can keep the hardcoded options, but hardcode for specific recommendation types to quickly get results, but that's not healthy on the long term and right now we have the opportunity to do it right.

Additional context
We want to prevent users from creating redirects for technical files. For technical files, users should contact the system administrator and we should add that as a suggestion somehow.
Also, we want to discourage the creation of redirects for media files. If possible, pages with broken images or downloads should be fixed in content using the statistics view. We should add a suggestion to fix the content where the broken media items is used.
