KaGuYa Engine - How to unpack tblstr.arc files?

I'm looking to translate an Atelier Kaguya game, more specifically the ones by Team GASSA-Q, and I saw the name tblstr.arc was in the name of one of the files, so how would I get that file to work to do what I want?
