Check and fix problems with alarm dependencies in configuration

We have identified cases where subalarms of antennas are not in the dependencies of the antenna. That is, both alarms exist (the general alarm of the antenna and the alarm of its device), but they are not. This happens for the configurations that use templates per type of antenna. Since the template schemes are different, we cannot make those alarms subalarms of the general antenna alarm.

We propose to change the general antennas template and use for all antennas alarm the templates per type of antenna.
