Allow users to invite others when `user lookup` fails

If a user performs a user:lookup command and the user doesn't exist, we should provide a simple way for them to "invite" the user. This might be as simple as just dumping out a mailto: link in the console.

Should this say user:lookup instead of file:lookup?
