'Nerf' Oak Items, but make their powers unlockable with upgrades

Basically each Oak item gets divided by 5, and then you can but 4 upgrades for it to get it back to it's original strength.

Maybe, divided by 5, and then you can but 5 upgrades for it to get it back to 120% of it's original strength?
