Change Text Overlay default visibility to false

The Text Overlay plugin has the option to show rendered text in a default font over top of the image of the text.

This is mostly useful as a development feature but most sites will likely not want this on by default.

Someone can still override this in code by subclassing the Text Overlay plugin until we have a GUI for configuring Mirador plugins.
