Sorry, can't understand the question.
if you are asking what the file format is - it's simple text file with Python extension
if you are asking how to adjust/change/format data inside the file - any text editor like notepad, nano, vim, etc

Thanks to the reply, In fact, I'm looking for the file general_settings.py but it's there https://github.com/IvanGlinkin/CCTV/blob/main/backend/general_settings.py. Maybe you can link it in the README for other people ?
