Description
the WMO BUFR templates have been updated allowing for the inclusion of the satellite sub identifier.
when using the ecCodes interface this is index using: satelliteSubIdentifier
further add an option to only retrieve bending angle ignoring refractivity and retrieved profiles

successful creation of IODA file for UFO
