NA vs NaN in L131.in_EJ_R_Senduse_F_Yh

Errors were occurring on ubuntu because NAs L131.in_EJ_R_Senduse_F_Yh were not matching NaNs in the comparison data.
Looking at the comparison data though, there are no NaNs in this file. They are values of 0 that have for some reason been converted to NaN (looking at JGCRI/gcamdata.compdata#28).
Also worth looking into why the NAs are created in the gcamdata system
