Right-click on case structure, which is not state machine structure

When right-click on case structure, which is located even outside the state machine (basically, this case stucture could be inside state machine, behavior is the same) - menu appears. But this seems to be not expected behavior - if case structure is not state machine case structure, then no menu should appear...
