Hovering cards does not add outline or bring to foreground

This is technically not a bug, but we're not implementing it right now so this is being left here as a reminder.
Expected Behavior
Coloured outline + card brought to foreground
Current Behavior
No coloured outline + card not brought to foreground
Possible Solution
Add an outline component for the colour.
No idea for the foreground layering.
Steps to Reproduce (for bugs)
- Hover over a card
- Observe results
