Add to winget

Documentation is here: https://github.com/microsoft/winget-pkgs. As this is the official registry for Windows applications, it would be ideal if Jabba were available here.

Unfortunately it does look like scripted installers are unsupported, so this would probably require a new implementation of the current windows installer.
