as example, in a claimed area, players are breaking dirt and they can take it. but EconomyLand doesn't allow players to destroy blocks, so dirt is never destroyed. but they can take it while they can't destroy it.

This is an issue with economy land or your setup. The block pickup handler is only called at the highest priority AND if the event has not already been cancelled.
