Notify GM of spectators (players without assigned characters)

Functionality such as Secret Party Tests and Send Dark Whispers rely on characters being assigned to players.

• When a GM logs in, highlight 'spectators' - users that do not have characters assigned.
• Add setting to suppress spectator notice.
