Integrate the Q# language server with the code editor

The version on the qs-code-editor branch only supports syntactic diagnostics. Code completion/suggestions do not work, nor does any type-checking. This is because the Language Server doesn't see the Microsoft.Quantum.SDK in the temporary project it creates.

We need some serious hacking or to contact someone from the qsharp-compiler repo maintainers. Maybe raise an issue?
