My host may be blocking UDP

I've installed Stream and Stream-to-papertrail, and I receive:

PHP Fatal error: Call to undefined function socket_create() in /wp-content/plugins/stream-to-papertrail/inc/class-stream-papertrail-api.php on line 86

Based on work with another plugin, it seems my hosting provider is blocking UDP connections to Papertrail. Papertrail does allow TCP connections, could Stream-to-Papertrail?
