CAD - "Off Duty" Appears When Clocked On & Dispatch is Always Empty

Issue:
I believe these bugs might be tied together, but currently in the CAD it displays you as "Off Duty" even when you are clocked in, and it shows no units in dispatch even when there are units clocked in.

Expected Outcome:
It should display "On Duty" when clocked in and correctly display all the current units clocked in under the "Dispatch" section.
