Merge multiple TODOs into one comment on PR

Is your feature request related to a problem? Please describe.
Our project is in early development, and as such we frequently have commits with multiple TODOs. We love having these automatically converted to issues, but would prefer not to be spammed with notifications from the todo bot every time we create a PR.

Describe the solution you'd like
We would like to have a configuration option that instructs the bot to create a maximum of one comment on each PR.

Describe alternatives you've considered
We can obviously create email filters to delete the offending emails, but each of our team members would have to do this and the clutter would still be present in our GitHub notifications.

Additional context
To clarify, we don't want multiple issues to be combined - just the comments on our PRs before they are merged into master.
