Protections not always working

I am currently on the latest version of Universe Gaurd and am having an issue with players being able to break blocks quite easily at times within protected regions. This is the same issue occurring in #154 I believe where a patch was attempted, but seemingly not working.
However, it is certainly not visual as the blocks actually drops when the player breaks it. Just to be sure, All staff were made made aware not to rollback or touch damages until the server did its daily restart and I checked out the blocks. They were still broken.
Unfortunately I tried dropping the TPS on a local server as you can see in that thread, but still got no issues. So I believe it could be related to some specific situation and/or with some specific mods enabled :/ Can you share more details about the server configuration, so I can reproduce your exact case as close as possible and see if I can observe any issues
I have uploaded a list of Mods and Plugins. Please note, some of these are custom, however none of the custom ones are not modifying any block events.
I took a bit of time to compare what mods we had in each of our modpacks. I've having the same issues on a pixelmon-based modpack. While I don't want to rule out pixelmon and its sidemods being the issue, it seems highly unlikely. We do have matching economy plugins (TotalEconomy/EconBridge); which again, I don't want to rule out but seems highly unlikely. The only thing I can think of is UniverseGuard and WorldEdit having issues. I don't know anything further than that, and I hope it's something the mod author can possibly look into.
