Suggestion for Russia

I had an idea, what if Bolshevik generals that were exiled can return to Russia if it goes Social Democrat under Tsereteli or if they are a different ideology, they can give concessions from them to return. Another suggestion would be to lower the time to switch Savinkov's portraits because I think waiting 30 days just to switch portraits is ludicrous, I think a more reasonable time is 15 days or lower.
