Some states aren't transfered properly when taking occupation decisions

• There is no "Fate of Kongo", so Middle Congo (928), Tekeland (953), and Ubangi (974) are forever occupied if you annex them.
• There is no "Fate of Alaska" decision, so Alaska (463) and Near Islands (1273) are forever occupied if you annex them.
• Choosing to release Zambia without Nyasaland still gives Zambia Nyasaland (871).
• Cyclades (939) isn't transferred to Greece.
• Ngoma (948) isn't transferred to The Congo
• Andaman Islands (733) aren't transferred to India.
• Yucatan (474, 1254, and 1255) isn't transferred to Mexico if you don't choose to split off Yucatan.
• "Fate of Sikkim" attempts to create a puppet with no territory if India has been released, no option to let India retain Sikkim (888).
