Do not remove existing packages from repo while syncing to S3

Currently existing packages within the S3 bucket are deleted, if there are not part of the build run (build and thenm upload-to-s3).
In order to be able to install previous/old versions as well the s3 sync script should not deleted packages which already exist within the repository.
