Set The Starting And Ending Throttle Of A Burn (Added In 0.8.1)

When setting up a burn, the throttle percentage section would let you set the starting and ending throttle of a burn. While doing a burn, the throttle of your engines would decrease from the starting throttle to the ending throttle over the duration of the burn.
