frameCounterAddress might not be available in recent Dolphin versions

For Dolphin 5.0-11393, I have:

  frameCounterAddress = 0x01389000,
  oncePerFrameAddress = 0x0036A998,

I couldn't find a green Dolphin.exe frame count address for Dolphin 5.0-13227. Haven't checked the versions in between.
