Enhancement: better info message when existing `juliaup` install

Currently this is what is printed:

I think there's a couple of ways this can be improved.

  1. Give a wiki link or information on how to remove the existing install
  2. Print the version of the existing juliaup installer and the new version of the juliaup installer, and prompt to overwrite the old installation

Currently it is unclear what files need to be removed to "remove juliaup", and the message presumes a knowledge of where juliaup is installed.
