Pkg.build("HttpParser") load error

I'm new to linux and I'm trying to install Atom on my machine, and on my windows machine I needed to add a series of packages from the julia command line in order for julia to work within Atom. I have installed the julia languiage, the julia client, and the juno packages within atom. I added the package Atom without hitch within the julia command line. I tried to run Pkg.build("HttpParser") like Atom asked me to when I attempted to start julia within Atom, and I got the load error below:

I've already been through two issues on here, but as I typed the number of the issues that I thought I was on, titles for completely different issues came up... so. I'm not sure what issues I read through.
