Hello, I am asking you to add a tts function for lathbot in vc so when lathbot isn't playing music, people that don't have a mic can talk through lathbot. Thanks!

Deferred due to System.Spech.Synthesis not working on linux

due to problems with speech synthesis on linux this sadly wont happen
