Ingest google_cloud_folder and organization --HAS--> folder direct relationships + folder|organization --HAS--> project mapped relationships.
I would suggest using the toCreateValidRelationshipsToEntities matcher from the graph-azure project: https://github.com/JupiterOne/graph-azure/blob/master/src/steps/resource-manager/authorization/index.test.ts#L258
