Are question list templates backed up?

Restoring a backup of a course, I do not find existing CAPQuiz templates. The appear on new CAPQuiz instances on the source server, but not on the server where the backup is restored.
I am not sure if this should be considered a bug or an enhancement. It may be necessary to find a better data model for the templates before they can really be put to use. See also #175

The backup saves question lists owned by a capquiz, it seems. So if capquiz_question_list.capquiz_id is null, the question list is not found by backup.
